I haven't used Strapi, but Prismic and it's ok-ish and free for our needs. You can also take a look on Sanity, it has a good editor. It also depends on content type. For example if there's a lot of images try to find CMS that provides the easiest way to manage them, etc. React is fine, I'm using it with Gatsby for our website. Tailwind is awesome. For forms I'm using lambda functions, but if you can choose where to deploy you can go with Gatsby Cloud, it also supports serverless functions.
