You could probably use CosmosDB to store metadata and then store your big documents in a Storage Account Blob Container. Then, you store the link for the documents in CosmosDB. It's a cheap way of solving this without leaving Azure.

We chose Dapr so that our developers could leverage managed cloud resources without having to write "infrastructure as code" code. You can easily connect different providers for the same common abstractions, such as a State Store, a Secrets Store or a Pub/Sub mechanism. We don't use the Actors functionality, though.
