I believe Quasar will be the most logical choice for a e-learning platform. Investigate Quasar extensions how to implement Apollo GraphQL to a new project, there are bunch of starter packs. Quasar has a very good dev community.

While they may not be the same "thing" to compare, yes Quasar is a very good option for building single code-based PWAs, SPAs, and even desktop applications.
