Whether you choose Laravel or CodeIgniter (the PHP framework I am suggesting), you will still use HTML5, because that is the main language to structure your website. I am suggesting codeigniter because it's routing architecture is already built to be SEO friendly. This makes it easier for your website to be crawled by search engines. On the other hand it is fast with a little footprint (meaning no heavy memory usage) and also learning curve is not steep as Laravel. If you need more further explanation let me know.
