I can recommend Leaflet. It's a JS library and utilizes OpenStreetMap. By itself it is free and commercial use is permitted.
If you like to use other tile-layers (satellite, other map styles) you can create and host your own or find paid versions online.
But on its own Leaflet and OpenStreetMap are very powerful. There's also a React-leaflet library
