For python, Pycharm is a very nice and beginner friendly IDE. I am using it myself, use the free community edition, it also comes with a lot of great tools.
In my experience webflow has some "hidden/secret" classes in the css, that does not get exported.
Therefore I believe the best thing to do, is to animate them from scratch.
